Comprehensive efforts from police departments, society and people from all walks of life are needed to curb the increase in juvenile delinquency, as well other types of crime, said Wu.

As for fire and road accidents, which are the two categories that cause the largest number of fatalities, the spokesman said the situation is changing for the better.

MPS statistics show there were 136,000 fires and 229,000 road accidents during the first six months, claiming the lives of 1,513 and 46,000 people respectively 6.7 per cent and 7.1 per cent down from the previous year.

But the number of vehicle-theft cases rose significantly during the period, he warned.

Police departments around the nation busted 243 vehicle theft gangs, said the spokesman, adding that many of the criminals are good at disabling alarms and are equipped with master keys.

"The best way to deal with such cases is to root out the market and channels for stolen vehicles," Wu said.
