A report by China Demography and Development Research Institution says the population growth rate in northwest China remains the highest in the country since 1970.

The report points out that many people in those regions still live in poverty and their mindset about birth has not been greatly changed.

It adds poverty caused by too many children is still very common.

The northwest region includes five provinces with a total population of 90 million. It is estimated that the number will exceed 100 million by 2015.
