During his inspection of districts in the capital city, Hu, also the general secretary of the Communist Party of China (CPC) Central Committee, visited farmers' houses, infirmaries, community services and police stations in three districts of Beijing, bringing his festival greetings to the cadres working there.

Hu urged the party committees and governments at all levels to take it into the strategic account of improving the party's ruling capacity to show heartfelt concern for the cadres at the grass roots level and give full play to their important roles, noting that the cadres at the grass roots level are the precious wealth of the party and the country.

After hearing the reports of some grass roots cadres, Hu said that the great achievements China has made in the past 55 years should be attributed not only to the adherence to CPC's basic policies and experiences, but also to the great efforts thousands of grass roots cadres have made.

Hu also urged the cadres at grass roots level to improve their own capacities, safeguard people's democratic rights and always put themselves under people's supervision.
