Shaanxi's derelict officials face the axe
Incompetent, negligent or derelict officials in Shaanxi Province will be expected to quit. A new regulation in the Northwest Chinese province, titled Suggestions on Deepening Reforms to the Official Personnel System, aims to improve government services by increasing accountability. The regulation puts the onus on leading government officials to hand in their resignations in 10 specific circumstances, said Li Mincang, deputy director of the Shaanxi Provincial Personnel Bureau. Government officials who do not pass annual work evaluations will be expected to resign, as will officials who pass with low appraisals two years running. "We expect our leading government officials at different levels to not only meet their work targets, but also provide better service to the people and make outstanding achievement in their work," said Wang Xiao'an, deputy director of the Organization Department of the Shaanxi Provincial Committee of the Communist Party of China. Officials will be expected to resign in case of: - Neglect of duty causing serious mass accident, or improper handling of accidents leading to serious consequences. - Serious policy mistakes which cause great economic losses or have huge negative impact. - Serious dereliction of duty in disaster prevention and relief work or epidemic prevention and treatment. -Serious dereliction of duty in production safety, resulting in continuous or multiple serious accidents. - Repeated accidents resulting in serious liability. - Dereliction of duty in market supervision and administration, environment protection, social security control, which cause many serious accidents or criminal cases. - Serious mistakes in cadres selection. - Illegal actions by subordinates not properly supervised and controlled. - Lack of control over spouses, children and staff and disregard of any illegal action they may be a part of. "We hope these will further help improve our government work and enhance the responsibility of all officials at different government levels," Wang said. Shaanxi will also strengthen its screening mechanism for new government functionaries and from 2005 applications will be accepted online to reduce costs, Li said. |
