Student at Beijing Foreign Languages Institute to prepare for study in Soviet Union and at University of Science and Technology of China in 1959-1960; studied at Mentzeliev Chemical Engineering Institute 1960-1965; worked at Research Institute of No. 12 Bureauunder Ministry of Public Security in 1965-1967; technician, workshop chief, deputy director, chief engineer and deputy secretary of CPC Committee of State-Owned No. 777 Factory in 1967-1977. Deputy director and chief engineer of Jinzhou City Bureau of Electronics Industry in 1977-1979; deputy director, chief engineerand deputy secretary of Leading Party Members' Group of Liaoning Provincial Bureau of Electronics Industry in 1979-1982. Deputy governor of Liaoning Province, chairman and secretary ofLeading Party Members' Group of Liaoning Provincial Science and Technology Commission in 1982-1983; Standing Committee member of CPC Committee and deputy governor of Liaoning Province in 1983-1985; secretary of CPC Liaoning Provincial Committee in 1985-1986;secretary of CPC Anhui Provincial Committee in 1986-1988.
