Nation to revive Northeast economy

China should do more to restructure and revive its important industrial bases in the northeast, Premier Wen Jiabao said recently.
Cities in Northeast China, such as Daqing, Shenyang, Harbin, Jilin and Changchun, have contributed greatly to China's development. However, they are now lagging behind economically.
On Friday and Sunday, Wen inspected Daqing, Harbin, Jilin and Changchun and held talks with local officials on how to make the cities prosperous once again.
Wen said the region should reform and open up its economy and develop, restructure and upgrade local businesses.
Obstacles to economic development and restructuring in existing social and economic systems need to be eliminated, he said.
The region should mainly depend on the market system to drive restructuring, technical upgrades and other reforms.
But local governments should develop plans and policies to create a good environment for investment and businesses.
The central government will support the region in its development, Wen said.
However, the region should also encourage local enterprises and people to be active and innovative.
Local governments should be careful about approving new projects and concentrate instead on helping existing enterprises upgrade and making full use of existing resources, Wen said.
The region should develop sustainably, establish sound employment and social security systems, and develop technology and education, he said.
Wen said bringing prosperity to industrial bases such as those in Northeast China is one of the key tasks facing the country, which is in the way of achieving an all-round well-off society.
Party committees and governments at all levels should spare no efforts in reaching this goal, he added.
