Chinese Communist Party leader Hu Jintao reaffirmed Monday the Party's resolve to fight official corruption and show no mercy in corruption cases.

The Party should not relent its anti-corruption efforts and should strengthen its inner-Party supervision system on leading officials, Hu , the Party general secretary, urged his audience at a three-day meeting of the Party's Central Discipline Inspection Commission (CDIC).

The domestic press has speculated that the CDIC will release the first code for the Party's disciplinary supervision during the conference.

During his address to the CDIC plenary session, Hu said the Party should pursue concrete actions and results to create a better balance of China's economic and social development.

The plenary session started on Sunday.

Hu, who is also president of the People's Republic of China, said the Party must step up efforts to investigate breaches of Party discipline and law, especially the more serious offences.

The Party will investigate and punish whoever is found guilty of corruption, he stressed.

It shall never appease or be soft-hearted towards corrupt officials, he told discipline officials.

The Party will also focus on correcting unhealthy tendencies that the general public most strongly complains about.

Such problems include impartiality and injustice in the work of the government, personal motivations, private gains among officials and the damage they cause to the legitimate interests of the public or individual citizens, Hu said.

In line with the conditions of the market economy, the Party has, according to the general secretary, mapped out a three-pronged anti-corruption system that focuses on education or awareness enhancing, institutional buildup and supervision.

The Party will carry out ideological, ethical and disciplinary education for its members and officials. It will improve its institutional setup to curb corruption and encourage officials to remain clean.

It will also build a mechanism to ensure effective supervision of the execution of government powers, Hu said.

Implementing the system, he said, will be of fundamental importance to prevent the spread of corruption, he said.

Hu said overseeing of leading Party and government officials at various levels will be made possible through various channels, including supervision by the inner-Party, the government, the general public and the mass media.

At the same time, the Party will provide further institutional encouragement, including ways to select and appoint Party and government officials and for officials to seek concrete results from their work.

Inner-Party supervision will focus on leading positions within the Party and the government, said Wu Meihua, a professor with the Renmin University of China.

According to official data, from 1992 to 2002, the number of Party members subject to disciplinary actions grew from 669,300 to 846,150.

There was an increase in such actions in every official rank.

Actions against officials at the county magistrate-level jumped from 20,295 to 28,996, at the city mayor-level from 1,673 to 2,422 and,at the ministerial level the number grew from 78 to 98.
