| Yu Zhenying, a 41-year-old laid-off worker from Shenyang, capital of Northeast China's Liaoning Province, sees a doctor in a community hospital December 15, 2003. As one of the urban poor, Yu is covered by the government-set urban minimum living allowance system, under which her medical expenses can be reduced by half at such hospitals.
