Science park to undergo reforms ( 2003-11-27 00:55) (China Daily) The administration at the Zhongguancun Science Park will undergo an overall reform next year, and entrepreneurs will play a greater role during the development of the high-tech park in the coming years. Ren Ranqi, vice-director of the administrative committee of the Zhongguancun Science Park, disclosed yesterday that a specific leading group composed by officials from various central government departments will be set up in 2004 to be responsible for making decisions on construction, policy formulation and system optimization of the China's first national-level high-tech industrial park. "The officials are from the ministries of science, education, commerce and construction, as well as the State Intellectual Property Office, the National Copyright Administration Bureau, the China Securities Regulatory Commission, the Chinese Academy of Sciences and the Chinese Academy of Engineering,'' said Ren. Earlier this month, the Entreprenuer Consulting Committee of Zhongguancun Science Park was launched. As a 25-member committee consisting of senior managerial staff from domestic and overseas enterprises in the high-tech park, the committee is engaged in providing suggestions for the policy-making group and the administrative committee, conducting related research on high-tech development as well as supervising policy implementation. "Members of the first session of the committee, who were elected by public voting, include 21 domestic high-tech entrepreneurs and four overseas operators, such as Hewlett-Packard (China), in Zhongguancun,'' said Ren. According to the reform scheme approved by the Beijing municipal government, the administrative committee of Zhongguancun Science Park, which was the former policy-maker and administrator of the high-tech zone, will act as service provider for the leading group and the enterprises here. "We will create an intermediary platform for the government and the enterprises, which may increase the transparency of governmental actions and enhance the operating efficiency of the high-tech enterprises in Zhongguancun,'' said Ren.
