A middle-aged man who handcuffed and beat a water deliveryman after his tricycle bumped into the man's car has been arrested for illegal possession and use of handcuffs, reports Beijing Evening News.

When the accident occurred last Friday, Wei claimed to be a policeman and handcuffed the worker.

But officers on the spot soon discovered that Wei, a businessman, was not in law enforcement. An investigation revealed that Wei was issued the handcuffs when he was in the army several years ago and never handed them back, which is illegal.
