The 2003 Nanning International Folk Song Arts Festival will celebrate its fifth anniversary in a new situation. The new political climate will create an excellent atmosphere for the opening of the Folk Song Arts Festival, the new environment will provide the Folk Song Arts Festival with a solid guarantee for its success, the new system will open up a flexible space for the operation of the Folk Song Arts Festival, the new platform will exploit new channels for the Folk Song Arts Festival, and the new situation will create favourable conditions for innovations at the Folk Song Arts Festival. This year a grand opening ceremony on November 7 will mark the formal beginning of 2003 Nanning International Folk Song Arts Festival.

New Political Climate

2003 is the first year of fully acting in the spirit of the 16th National Congress of the CPC, further implementing the important thought of "Three Represents" and building a well-off society in an all-round way. Also, it is the first year for Nanning City to emancipate the mind for boosting greater opening, accelerate greater development and built a better Nanning. And the economy of Nanning has entered a new era of accelerated development and is marching toward the goal of leading the whole Guangxi Zhuang Autonomous Region into realizing a great leap forward in development.

New Environment

In 2002, great and important progress were achieved in the 136 Programme of Municipal Construction Management. With the development of afforestation, beautifying and brightening up Nanning, the city has realized its goal of change in the first year. While in 2004, Nanning City will make great efforts to construct seven highlighted spots which will be completed before the end of the year. They are the city's 81-kilometre-long outer ring expressway, the first-phase of Diyuan Road Construction Project with the total investment of over 800 million yuan(US$96.73 million), the West Section Project of Minzu Avenue, Nanning International Exhibition Centre, Folk Song Square and the second Phase Construction of the South Nanhu Square. The building, modification or expansion of 15 roads such as Ansi Road, Youai Road and Minzhu Road will also be completed and put into use at the end of the year. And the Nanning Wanda Commercial Plaza, in which 1.45 billion yuan will be invested, will start operation before the Chinese Lunar New Year of 2004. The Illumiation Brightening Project of 10 blocks and areas such as Minzu Road, Dongge Road and Gucheng Road and 10 key buildings will be finished before the end of the year. With the completion of the seven main projects, Nanning's urban functions will be greatly increased and the town will change greatly.

New System

During the 2003 Nanning International Folk Song Arts Festival, the operation system of the Festival being organized by the government, operated by the company and participated in by the local community will be further improved, by creating a new working system, strengthening the marketing operation with decentralized working model with which the labour intensive tactics will not be applied because of the division and co-operation of work and responsibility among the divisions of organizing committee and the company. Some professional company will be trusted for the marketing operation of the ticket booking affairs.

New Platform

Besides the continued co-operation with China Central Television in the Grand Opening Show, the 2003 Nanning International Folk Song Arts Festival will co-operate with SunTV in Hong Kong to present a show called the Night of Southeast Asia which Ms Yang Lan, the famous TV producer, will host. Thanks to SunTV, Nanning will present its unique image and its people's new styles and features to the Southeast Asia and the world.

New Stage

The Folk Song Square, which was built in early 2003, will be the main stage for the 2003 Nanning International Folk Song Arts Festival. With 35,000 seats and backi the International Exhibition Centre, the Square is built in accordance with the slope of the hill. The novel and unique design of integrating nature with culture will provide a new and fresh feeling for the visitors.
