Pavlovic shot 6-for-7 from the field and made a lay-up with 16 seconds left off a pass from Andrei Kirilenko to give Utah an 85-84 lead.
Raja Bell then added two free throws with five seconds left to extend the Jazz's lead to 87-84.
Pavlovic, Utah's first-round draft pick, had not scored more than 10 points in four previous preseason games.
Carlos Arroyo scored 14 points for Utah, and Greg Ostertag, Keon Clark and Bell each added 10.
Marc Jackson led Philadelphia with 17 points and nine rebounds. Derrick Coleman and Eric Snow each scored 13 for the 76ers, who played without guard Allen Iverson.
Iverson did not travel with the team to Utah for personal reasons. He left the team Thursday and is expected to miss Saturday's game at Dallas before rejoining the team Monday for a game against New Orleans in Norfolk, Va.
Utah finished with 12 turnovers, while Philadelphia had 21.
