Russian Ambassador Sergey Lavrov speaks after the Security Council unanimously approved a U.S.-backed resolution for help in postwar Iraq at United Nations headquarters in New York Thursday, Oct. 16, 2003. The adoption is a victory for the United States which sought approval for its occupation of the country.
