Paper napkins with dozens of fake invoices inside were confiscated by civil administrators in Dongcheng District, reports Beijing Morning Post.

At noon on Wednesday, civil administrators of Dongcheng District spotted a man, in a stealthy manner, selling paper napkins to pedestrians near Beijing Railway Station.

When civil administrators informed the man that his goods would be confiscated for illegal sales, the whey-faced man volunteered a fine of 200 yuan (US$24) to get his napkins back.

A suspicious official tore open a package when dozens of fake invoices popped up, all folded in the same size as napkins. The mas had been handed over to police.
