China's power industry to adopt licensing, registration system ( 2003-10-06 11:18) (Xinhua)
China will in the near future adopt the system of licensing and registration
for its power industry, which has been under state monopoly until recently, in
an effort to make the sector more market-oriented and in line with international
practice.
This was disclosed by Yang Kun, an official with the newly- founded
government watchdog, the State Power Regulatory Committee, at a recent
international symposium on the industry.
The new system will go into effect when China issues its " Provisions on the
Regulation of the Power Industry", according to the official.
Only qualified entities will be allowed to operate power businesses, in line
with the law and government policies concerning social development,
environmental protection and industrial safety.
China is undertaking bold reforms of a number of public utilities like the
power industry, water conservation sector, hospitals and environmental
facilities, and opening them to domestic and foreign investors step by
step.
