CPC official expounds principles for developing external relations ( 2003-09-25 22:42) (Xinhua) The Communist Party of China (CPC) develops relations with political parties of various countries in line with "transcending ideological differences and seeking mutual understanding and cooperation", said a CPC official Thursday. Cai Wu, deputy head of the International Department of the CPC Central Committee, CPC's major department responsible for developing party-to-party relations, spoke at a press conference held by the State Council Information Office. Every party has its own respective ideology, said Cai, noting that the differences in ideologies are not obstacles hindering party-to-party exchange, but the momentum to drive up the exchange. The deputy head explained to the press the four principles for developing external relations, "independence, complete equality, mutual respect, and non-interference in each other's internal affairs". Based on the four principles, the CPC has established contacts and exchanges with all the political parties in various countries that are willing to develop inter-party relations, Cai said. The CPC boasts over 66 million members and is the ruling party in a country with a population of about 1.3 billion. As an important part of Chinese diplomacy, the external work of the CPC helps to propel healthy and steady ties between China and other countries, Cai said.
