Unfinished projects will be penalized in Guangzhou ( 2003-09-03 11:31) (China Daily HK Edition)
A new regulation to help handle the city's growing number of unfinished property projects is expected to come into effect next year. The Regulation to Handle Property Projects that Have Been Suspended or Cancelled is being reviewed by deputies of the local People's Congress, Li Li, director of the Legal Work Committee of Guangzhou Municipal People's Congress, said yesterday. It was drafted and proposed by the Guangzhou Municipal Bureau of Land and Natural Resources; and is expected to be passed later this month, Li said. It is the first local regulation to guide the development of the city's real-estate industry, which is playing an increasingly important role in Guangzhou's economic development. The new regulation will further protect the legal interests of property investors and penalize those who deceive buyers. The regulation, the first of its kinds in the mainland, aims to ensure healthy development of the city's real-estate industry that is attracting a large number of foreign investment. It is also expected to further standardize the operation of the local property market, Li added. The new regulation comes after an increasing number of incomplete property projects have been reported in the metropolis in recent years. Guangzhou currently has at least 10 uncompleted property projects, whose victims include residents of Taiwan, Hong Kong and Macao.
