Yinchuan aims to be a modernized center of China's western region in the near future, said a top Party official of the city, capital of Northwest China's Ningxia Hui Autonomous Region Tuesday.

Wang Zhengwei, secretary of Yinchuan's CPC Committee and member of the standing committee of Ningxia, explained that the region referred to an 785,000-square-kilometer area around Yinchuan.

He continued that Yinchuan will stick to three ideas in city development: human-oriented Yinchuan, characteristic Yinchuan and market-oriented Yinchuan.

Human-orientation Yinchuan means that everything the city government do is to benefit the residents.

Characteristics have three meanings: Jiangnan (an area south of the Yangtze River and abundant in water, greenery, rice and fish) in West China (majority part of West China lacks of water and greenery); home of Hui Minority and capital of the ancient Xia Kingdom. All these efforts are aimed at making Yinchuan an unique city in the world.

Market orientation suggest that market instead of the will of the authorities will decide the process of the city development, according to Wang.

Improvement of city planning and the investment environment will be the priorities, Wang said, adding that to improve the investment environment, the city has simplified the approval procedure for the establishment of enterprises and taken all kinds of measures to create a favorable legal, service, policy and working environment for the enterprises.

Wang noted that Yinchuan will strive to realize a leap-forward in its economic development to narrow the gap with the country's relatively well-off eastern part, Wang said.

Yinchuan has achieved a double-digit economic growth in the last two years.

The city plans to establish seven industrial zones in a bid to speed up development, Wang said.

On the service industry, Wang said that trade and housing industry will be the top priorities, while the city government will also put major efforts in tourism and information industry.

The city will also shift the focus of agriculture production from crops to a variety of products of vegetables, aquaculture, and raising of cattle and sheeps.
