The municipal government has decided to issue car licences to moped owners who turn in their old scooters to a selected governmental unit, Shanghai Evening Post reports.

Although the lifespan of a moped averages about eight years, many owners continue to use them for much longer, thereby increasing the possibility of traffic accidents.
