On Dec 12, 2011, the Changsha-Zhuzhou-Xiangtan (CZT) City Cluster in Hunan province won the 2011 energy-saving and new energy auto leader award for its highest development scale index and government support index.

The development index investigation covers five major indexes such as scale, quality and 10 sub-indexes. The weight of each index was assessed based on the analytic hierarchy process (AHP) and the experts evaluated candidate cities on these statistics as the threshold. These indexes are important in the promotion of sound development of the urban energy-efficient and new energy vehicles.

Until recently, vehicles in CZT Cluster have had an average running of about 100 million kilometers, reducing fuel consumption by nearly 30 percent per kilometer. A total of 4.8 million liters of fuel have been saved and carbon dioxide emissions have been cut by 11,358 tones in total. There are 77 demonstration traffic lines in the city cluster for these energy-saving automobiles.
