The penalty must be deterrent
The death of Tan Zhuo, a graduate of Zhejiang University and the victim of speeding indulged in by Hu Bin, son of a rich family, has failed to deliver the justice deserved.
Even under intensive scrutiny from the media and the public, Hu Bin was sentenced to a mere three years in jail -- a penalty too mild to prevent future speeding in downtown areas.
