Anti-monopoly draft law issues

The draft anti-monopoly law should consider three issues, says an article in Oriental Morning Post. The following is an excerpt:

The long-awaited Anti-Monopoly Law will be reviewed by the standing committee of the National People's Congress which meets today until Thursday. It will be good if the law wins approval after 13 years of drafting. The anti-monopoly law, is also known an economic constitution, as it will regulate the market economy. The law should be worded so as to avoid future disputes in its enforcement.

It targets economic monopolies, therefore it should take into consideration the future development of Chinese enterprises. While preventing monopolies, it should enable domestic enterprises to develop properly. This is big test for legislators, and attention should be paid to the following three issues:
