Li Xiangqun was born in Dongshan town of Xiuying district, Haikou city, in 1978. He joined the army in 1996 and the Communist Party of China in August 1998, with a military rank of Private, First Class.
When the Yangtze River Valley suffered a heavy flood disaster in the summer of 1998, the unit he served in received the order and was sent to the Yangtze River Dam in Jingzhou, Hubei, to carry out flood fighting and disaster relief.
In every emergency task, Li Xiangqun was always the first. But because of fighting flood for days with sickness, he was exhausted and felt in a faint on the dam, all rescue measures failed and he sacrificed his young life of only 20 years old.
The Central Military Commission issued an order in March 1999 to award Li Xiangqun of the Guangzhou Military Area Command the honorable title of "Heroic Fighter in the New Period".
