Hong Kong and Macao have been inseparable parts of China since ancient times. China had never recognized the unequal treaties imposed on it by imperialist powers. Regarding the issue of Hong Kong and Macao left over by history, China has constantly held the position of peaceful settlement through negotiations at a proper opportunity.
In order to accomplish China’s reunification, Deng Xiaoping out forward the concept of one country, two systems. The delegations of the Chinese and British governments finally reached an agreement after 22 rounds of talk, and formally signed the Joint Declaration on the Question of Hong Kong and three appendixes. Hong Kong returned to the embrace of the motherland on July 1, 1997. The Chinese and Portugal governments formally signed the Joint Declaration on the Question of Macao and two appendixes in 1984 after they reached an agreement through four rounds of talks. China resumed its exercise of sovereignty over Macao on December 20, 1999.
Taiwan is an inalienable part of Chinese territory. People of the two sides of the Taiwan Straits are looking forward to the realization of China’s reunification. China resolutely opposes the secessionist attempt to create the so-called independence of Taiwan, two Chinas or one China, one Taiwan. Chinese leaders have repeatedly called on Taiwan authorities to hold political negotiations with the mainland at an early date. On the premise that there is only one China, the two sides of the Straits should end the state of hostility, and improve the relations between the two sides to accomplish the reunification of the motherland.
To resolve the Taiwan question and achieve complete national reunification is a common aspiration of all sons and daughters of the Chinese nation. We will uphold the principle of peaceful reunification and one country, two systems and the eight-point proposals for developing the relations between the two sides of the Taiwan Straits and advancing the process of peaceful national reunification in the present stage. We will never waver in our commitment to the one-China principle, never abandon our efforts to achieve peaceful reunification, never change the policy of placing our hopes on the people in Taiwan and never compromise in our opposition to the secessionist activities aimed at Taiwan independence. With a firm grasp of the theme of peaceful development of cross-straits relations, we will sincerely work for the well-being of our compatriots on both sides of the Straits and for peace in the Taiwan Straits region, and safeguarding China’s sovereignty and territorial intensity and the fundamental interests of the Chinese nation.
The two sides of the Strait are bound to be reunified in the course of the great rejuvenation of the Chinese nation. With close solidarity and concerted efforts of all Chinese people at home and overseas, the complete reunification of the motherland will surely be achieved.
The international situation is experiencing a great change, and peace and development have become the mainstream of the time. China will continue to adhere to the independent and peaceful foreign policy and to make greater contribution to the cause of safeguarding world peace and promoting human progress, and to building socialism with Chinese characteristics.
