Xi Jinping said while meeting with Tang Rongbin, a resident in Luotuowan village.
Braving chilly weather around minus 10 degrees Celsius, Xi visited homes of farmers at Luotuowan and Gujiatai villages in Fuping county, North China's Hebei province, a couple of days before the New Year. Nestled in steep mountains, Fuping is among China's most impoverished counties. It has an annual net per capita income of 2,400 yuan ($390).
"The most arduous task facing China in completing the building of a moderately prosperous society is in rural areas, especially poverty-stricken regions," Xi said.

During a five-day inspection tour of the eastern coastal province of Shandong, Xi said poverty relief should focus on increasing farmers’ income, improving basic public services and enhancing compulsory education in rural areas.

"Poverty alleviation plans should be made based on real situations," Xi said, "It should be targeted at specific groups in specific situations and should avoid using loud slogans."
President Xi Jinping visited south of Hunan province to inspect poverty alleviation efforts. The poverty-stricken Wuling Mountain area covers four provinces and 71 counties. Located in the heart of the area, the Xiangxi Tujia and Miao autonomous prefecture that Xi visited has 850,000 people living in poverty. Xi said alleviating poverty in the region should be done with targeted policies, including improving agriculture and education.

"Letting farmers live a good life is one important aspect of how our Party lives to its purpose of serving the people. We have to continue the work hard," said Xi at the house of farmer Zhao Jianyong in Tayuanzhuang village, Zhengding county.
During a two-day inspection tour in North China's Hebei province, Xi visited Zhengding county. where he had been Party chief in the early 1980s. Xi went to the house of a local farmer, visited a supermarket, a village community center and the provincial civil affairs department. He said the construction of commodity circulation network in rural areas should be strengthened to provide a convenient and fast service for residents.

Xi carried out an inspection tour to Northwest China's Gansu province in 2013. Dingxi city and Linxia Hui autonomous prefecture are two areas known for their barren land and poor natural conditions in central Gansu.
Xi said the central authorities attached high importance to poverty alleviation and to the development of areas inhabited by ethnic groups, assuring greater government support to help local people out of poverty.

Xi carried out an inspection tour in 2014 to East China's Fujian province where he worked from 1985 to 2002 and served as the governor of the province in the late 1990s. Local officials must pay attention to poverty-stricken old revolutionary base areas and rural areas in the province, and take good care of affairs concerning the livelihood of local people, such as education, employment, medical services and social insurance, he noted.

Xi paid considerable attention to residents' well-being during his four-day trip to Xinjiang. In Ayagemangan, a village in Shufu county, Kashgar, Xi took part in a meeting with residents, who expressed their concerns to village heads about living conditions and farm produce sales. He requested local leaders take good care of residents' concerns and wished the villagers better lives.

"You talk. We came here to listen," Xi said at a meeting with local officials in Zhangzhuang village, Dongbatou township, Lankao county.
Xi visited Zhangzhuang village, an impoverished village once battered most by sandstorm in Lankao county. After decades of hard work, the village doesn’t have large sandstorms anymore as it has planted trees. A total of 210 families were lifted out of poverty by the end of 2013 and every house has access to tap water.

"The festival is coming. Knowing that you're living with difficulties, I came here to have a look," Xi said to a forestry worker Guo Yongcai.
Xi inspected a shantytown renovation project in Arshaan and urged the local government to improve living conditions for the local people. He paid a visit to 74-year-old Guo Yongcai, a forestry worker who lives with his five family members in a hut measuring 38 square meters. The living conditions of local people have become tough in recent years due to a government ban on cutting trees.
The president extended his good wishes to Guo, saying that he hoped the lives of local people will improve along with the development of tourism in the mountainous region.

"We are striving for establishing an all-round moderately prosperous society. No one should drop out, nor any ethnic groups should drop out, " Xi told farmer Li Longzhi at the villager's house.
During his inspection tour to Jilin province from Thursday to Saturday, the president visited Yanbian, home to China's largest Korean ethnic minority population. Xi visited a small village in Yanbian, talking to farmers along the paddy field and dropping by the village community center and farmers' houses.
Stressing the importance of food safety to the country, Xi promised to offer more support to farming areas so that the local economy will improve and farmers can increase their income through developing agriculture.

"Whether the policy is good or bad, you can judge it from villagers' smiling or crying faces," Xi said at farmer Wang Zhiqiang's house.
Xi made a stop in Huamao village, Fengxiang town, Zunyi county, which has been lifted out of poverty in recent years. He met Wang Zhiqiang, a farmer who runs a tourist homestay.
At Wang's home, Xi chatted with other villagers, saying the CPC central committee cares a lot about farmers, particularly those in poverty, and has enacted various policies to boost rural development. Xi told villagers that "a good life is created with one's own hands" and nothing will stand in their way if they are confident and determined.

"Education is very important as it is the key to development in old revolutionary base areas and impoverished areas," said Xi at the Fuzhou Hope Primary School in Yangjialing village of Yan'an.
Xi said he wants to end poverty in old revolutionary base areas and improve local people's standard of living.
He inquired about the villagers' incomes, crops, livestock, medical insurance and the village's infrastructure and land preservation. He was happy to learn that tap water and internet are available in the village and annual income per capita had reached 9,600 yuan ($1,560).

"I was very worried about how the relocation work was going, whether you had hot food, whether the children had schools to go to and if there were medical services available," Xi said at the quake-hit Ludian county.
Xi visited the quake-hit area of Ludian county in Yunnan province, inquiring about the livelihoods of the quake victims in the winter.
Xi urged authorities in Ludian, a poverty-stricken mountainous area in northern Yunnan, to combine reconstruction work with poverty relief efforts.

In Changjiangyuan village, Xi was warmly welcomed by Tibetan villagers who moved there in 2004, away from the sources of the Yangtze, Yellow and Lancang rivers. Protection of the sources of the three rivers involves the relocation of people formerly residing in those places.
In a villager's house, Xi was delighted to see that the villagers' standard of living was relatively high, enjoying stable income, basic health insurance and old-age insurance.

"There are still some 50 million Chinese struggling with poverty, and by 2020 they must all be lifted out of poverty. This is my top concern now," Xi said.
Xi spent three days in Northwest China's Ningxia Hui autonomous region, a less developed area with a high concentration of ethnic minorities. No region or ethnic group should be left behind in China's drive to build a moderately prosperous society by 2020, Xi said.
Xi has urged developed regions in the east help their partner regions in the west better fight poverty at a national conference on poverty alleviation through east-west cooperation in Yinchuan, capital city of Ningxia.

The Bacha village was destroyed in 2013 by floods, and Xi has been directly concerned with its rebuilding. On learning that all villagers have new houses and their incomes have increased, Xi told villagers that the Party and government will not forget them.

"Disease and disability often cause poverty, therefore, poverty-alleviation mechanisms should be further improved to cover medical expenses and greater support should be given to poor households in terms of health insurance and the new rural cooperative medical system," Xi said at villager Wang Nengbao's house.
Xi carried out an inspection tour to Jinzhai county, once an important Red Army revolutionary base and one of the country's most impoverished counties, in Lu'an of Anhui province in 2016. He told the villagers that he wanted to know firsthand the real picture of poverty-relief work in rural areas, especially at the revolutionary bases.
He also highlighted the importance of taking sustainable measures to relieve poverty and setting up long-term poverty-alleviation mechanisms. Efforts should also be continued in creating files, records and data to help poor households emerge from impoverished circumstances, Xi said.

"Measures and work to alleviate and eliminate poverty must be precise. Policies should be made according to the (needs of) households and individuals," Xi said while visiting households in the Shenshan village.
Xi targeted poverty alleviation efforts when he made a pre-Spring Festival visit to Shenshan village, in Jinggangshan of Jiangxi province. Jinggangshan was home to the first rural base set up by China's revolutionary forces nearly 90 years ago. Thirteen households out of the 54 in Shenshan are still mired in poverty.
Alleviation efforts should be "spot on" and address the root causes, Xi said. He said that as China strives to achieve moderate prosperity, the old revolutionary base areas should move ahead simultaneously. "No one should drop out," he told a huge crowd of villagers.

"The success of development-oriented poverty relief lies in 'precise and targeted poverty alleviation efforts'," Xi said, "tailored measures should be made to different local situations and groups and efforts should focus on the root causes."
During his visit, Xi said the "poverty-stricken" title can be removed, only if a region is really lifted out of poverty. We should keep alert on a region simply waiting for poverty relief assistance or making a hasty development only to shake off the title.
