CPC to strengthen leadership in law making

BEIJING -- The Communist Party of China (CPC) has called for stronger Party leadership in lawmaking.

Any acts of legislation which involve important institutional or policy readjustment must be submitted to the CPC Central Committee for discussion and decision, according to a key Party decision released Tuesday.

The Party organization of the National People's Congress Standing Committee, the top legislature, must report issues concerning the formulation and revision of law to the CPC Central Committee, it added.

The CPC Central Committee is supposed to propose revisions to the Constitution and revise it in line with procedures stipulated by the Constitution itself.

The decision stressed the leading role of the NPC Standing Committee in legislative work, noting that various "comprehensive and fundamental" laws should be drafted by the legislative work commission of the NPC Standing Committee and other special committees under the NPC.

It also said the government should be responsible for important administrative laws and rules, and allow more participation of the public in lawmaking.

Administrative laws must not favor certain departments or show local protectionism. A third agency should be introduced to assess and coordinate when legislative disputes appear between different departments.

The CPC will improve its decision-making on major issues concerning legislation. "Law is the treasure for governing a country, while a sound legal system is the premise of wise rule," the decision said.
