Warn against passive corruption

Yu Zhengsheng, party chief of Shanghai, said leading officials who didn’t do their duties amounts to passive corruption.
He said the management of the leading officials must be strict; failure to do this will bring a dispirited and divided party, even inflict upon the whole country.
