MACAO -- Chui Sai On was declared on Sunday the winner of the third-term chief executive (CE) election of the Macao Special Administrative Region (SAR).

Chui Sai On was born in Macao in 1957. His nationality is Chinese. After he had completed his secondary education at Ling Nam School in Macao, he continued his studies in the United States and graduated from the California State University of Sacramento with a bachelor degree in Community Health with honor. He then obtained his Master degree and Doctor degree of Public Health at the School of Public Health, University of Oklahoma, US.

He served as a directly-elected lawmaker on the 5th Legislative Assembly from 1992 to 1996 before the establishment of the SAR in 1999.

He also played an active role in various local community organizations, such as Executive Director of Macao Kiang Wu Hospital Charitable Association, Honorary President of Macao Nursing Association and Chairman of the Supervisory Board of the Macao Association for the Mentally Handicapped, before 1999.

In August 1999, he was appointed by the Central People's Government as the Secretary for Social Affairs and Culture of the Macao SAR government, and he was reappointed to the same position on December 4, 2004.

During his two-term stint as an SAR secretary, Macao SAR held the East Asian Games and Macao's Historical Area was inscribed on the UNESCO's World Cultural Heritage List, which was a significant boost to the city's image and tourism.
