Outline for the development of cultural industry in Guiyang

To deepen culture structural reform and accelerate development of culture industry, it is necessity to practice the vital spirit of "Three Represents" theory and implement scientific development concept. That is also of emergency to Guiyang city, to realize historic stride in economic & social development firstly in Guizhou province as well as of inexorable choice to push forward modernization in an all-round way. Therefore, CPC Guiyang Committee and municipal government complied “Opinions on deepening culture mechanical reform and accelerating development of culture industry by CPC Guiyang Committee and Guiyang Municipal People’s Government”( No.(2006)20 of Guiyang party) on Aug.3rd, 2006 and make plans relating to culture industry in it. Considered that certain development gap between coastal developed area with Guiyang, we have to arouse the enthusiasm and creativity of all social circles by bringing the comprehensive advantages of a provincial capital into full play. Observing the patterns of socialist market economy and cultural development, we will deepen culture structural reform and proper culture industry so as to improve municipal competitive power and make contributions to the formation of socialist political, materialist and spiritual civilization as well as harmonious society.

Culture structural reform is mainly designated to those industries related to news publishing, radio broadcasting and television, cultural performances. Included in are business cultural units dealing with news media, publishing, movie theatre, entertainment and printing, etc; and public cultural institutions like library, museum, culture center, producing and studies center and recreation office for art and literature.

Industrial Developing Target Up to the end of the “Eleventh Five- year Plan”, we will initially set up culture management and operational system, which accords with demand by socialist market economy and culture developing patterns. A group of key industries, leading enterprises, competitive enterprises as well as a series of famous brands will be created to take a form of industrial developing format with Guiyang typical features, which is of complete system, reasonable structure, controllable competition and prosperous market. We will try to realize an increase speed in culture industry above the GDP average of the whole city and keep a surge of 15% annually. Thus culture industry will become one of the key increasing points and new key industries.

Focal Point of Industrial Development

1. Incorporating construction of culture infrastructure into the municipal overall planning in infrastructure, we will improve the functions of Guiyang Grand Theatre, People’s Arts Centre, National Arts Mansion and Arts Central Building and etc. We will energetically prepare to build some symbolic culture facilities, such as Laboring People’ s Culture Centre, Radio & Television Centre, Youngster’s Activity Centre and Sports Center, etc.

2. We will form an integrated, open, competitive and controllable culture market system by fostering the establishment of culture market, cultural products market and productive factors market.

3. We will support and develop firstly the seven culture industries, i.e. modern media industry, tourism entertainment industry, exhibition and fair industry, performance and training industry, film and television industry, printing and publishing industry and ethnic and folk arts products industry. A format led by the key culture industries and collaborated by other related industries will put into shape.

4. We will promote civilian to invest in culture industry and absorb social capital into the fields without no limited ownership formulated by the country.

5. We will take advantages of abundant human and culture resources, culture brands and location, and explore and set up performance marketing mechanism. We will expand multi-cultural exchanges and cooperation with other provinces and foreign countries.

6. We will support some leading cultural enterprises to be stronger and bigger and promote cultural enterprises to develop into big groups dependant on Guiyang Daily Publishing Group and Guiyang Grand Theatre. Up to 2010, we will try to build up 10 enterprises or groups with output value over 1 billion yuan, and 20 enterprises or groups with output value over 10 million yuan.

Industrial Supporting Policies and Measures:

1. Intensifying financial support.

The municipal finance bureau earmarks 5 million yuan each year for culture development. We will grant subsidy loan, allowance and bonus to support cultural development.

2. Expanding financing channels.

All kinds of investors are accessible equally to participate into establishing culture enterprises. We will encourage state-owned, collective, individual and foreign capital to develop and build culture industry, and support big group to issue corporate bonds. The financing department will consider culture industry when granting loans and increase loan in culture industry. As for culture enterprise with good benefits and solvency, assets mortgage credit should be applicable.

3. Granting preferential tax policies.

We will go on implementing relevant preferential tax policies stipulated by the state. In case that investor invests in culture enterprise, some priorities and special treatments will be given in registration and approval process. The enterprise group dealing with newspaper, publishing, distributing, movie, radio & television and performance and arts, if established under the approval by the state, the corporate income tax could be paid after combining the taxable income together upon the approval by State Taxation Bureau.

4. Granting preferential land supporting policies.

Culture institution and enterprise legally obtain the utilization right of state-owned land by the modes of transfer, lease, investment after evaluation, can transfer, lease or mortgage according to the law within the transferring terms. The land used for public cultural infrastructure can be got through allotment.

5. Improving authorized operation mechanism of state-owned cultural assets.

The state-owned culture enterprise with business nature will be restructured into enterprise or state-owned culture enterprise. Under the supervision of responsible departments like State-owned Assets Supervision and Administration Commission and Culture Bureau, we will follow the restructuring proceedings strictly according to the relevant law and regulation. After clearing and verifying assets, evaluating assets, confirming property rights, separating non-operational assets, verifying and writing-off non-performance account, on the basis of protecting legal interests and rights of employees and staffs, authorized operation in state-owned cultural assets can be gradually applied upon the approval by the municipal government.

6. Training diversified culture talents.

We will implement the preferential policies in introducing and stimulating talents and arrange human resource rationally. We will also allot necessary capital and intensify the training of local personnel
