-- China and France establish diplomatic relations on Jan 25. France is the first Western power to establish official ties with New China.

-- Following the detonation of its first atomic bomb on Oct 16, China announces that it would not strike first with an atomic bomb and that it would not use such a weapon on countries with no nuclear weapons.

Milestones: 1964
 
The first Chinese atomic bomb is detonated on Oct 16, 1964 at the Lop Nor nuclear test site in the Xinjiang Uygur autonomous region. China thereby becomes the fifth nuclear power after the United States, the USSR, United Kingdom and France. Xinhua
