BEIJING - The 12th Five-Year Plan should closely connect with the objective of building a moderately prosperous society in an all-round way by 2020, an official document said.
The full text of the document, the Communist Party of China (CPC) Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-15), was acquired by Xinhua on Wednesday.
The document said after comprehensive consideration of future development trends and conditions, the 17th CPC Central Committee has set the following major targets for economic and social development in the next five years:
Efforts should be made to maintain stable and relatively fast economic growth. The country will work to keep prices basically stable, create more jobs, bring more balance to China's international payments and boost the quality of economic growth, the proposal said.
More work should be done to achieve major development in economic restructuring. The household consumption ratio will rise and coordinated development in rural and urban regions will be enhanced. Energy consumption per unit of gross domestic product and carbon dioxide emissions will fall markedly, and the ecological environment will be improved noticeably, according to the proposal.
The country will strive to universally raise people's incomes at a relatively fast pace and keep the rise in people's incomes, economic growth and improvement in labor productivity in pace. Wages for low-income earners will rise drastically and the amount of people living in poverty will be reduced greatly, the proposal said.
The proposal also said China will continuously deepen reform and opening-up. The country will expand the breadth and depth of opening-up and try to achieve an all-win outcome that benefits all countries.
The proposal said in the next five years, the country will achieve substantial progress in transforming the economic growth model and greatly strengthen the country's comprehensive national power, international competitiveness and capability in shielding against risks.
The country will also make notable progress in meeting people's living and cultural demands.
The proposal of the 12th Five-Year Program (2011-15) for National Economic and Social Development is subject to approval by the National People's Congress, China's top legislature, when it convenes its annual session next year.
