David Arthur

Updated: 2008-06-13 09:11 David Arthur is a Chartered Civil Engineer and has specialized in envrionmental management for nearly 30 years. During his career he has successfully directed a wide range of environmental projects for governments, the World Bank, the ADB and the private sector. He has lived in Shanghai for the last six years and prior to that Hong Kong for eight years. He has worked across the Chinese mainland and also in Hong Kong, Indonesia, Korea, the Philippines, India, Sri Lanka and Thailand. He has also undertaken environmental studies in the UK, the EU, Eastern Europe, Turkey and Africa. His particular skills cover environmental policy and strategy development, environmental impact analysis, waste management, assessment of environmental technologies, institutional capacity building, public participation and commercialization of public sector services. He is very aware of the situation across China, the technologies and techniques that are approriate, the cultural differences between China and western nations and the capacities of local governments in China's more rural areas. He was a structural design engineer involved in the development of highways and bridges in his early career, including the restoration of some historical structures.
