China is studying permitting enterprises to issue bonds via private placement, said an official with the National Development and Reform Commission (NDRC).

Currently, the country only allows financial institutions to issue bonds via private placement.

In addition, NDRC, the government's top economic planning body, is considering revising the country's quota-based corporate bond issue mechanism.

NDRC currently controls corporate bond issues through a quota set and allotted at the beginning of the year. The new scheme will involve an application system to raise amounts as needed.
