Beijing's energy consumption for every 10,000 yuan GDP for the year 2008 declined to 17.53%, and the municipality has accomplished 86.37% of its energy-saving target for the 11th five-year plan period (2006-2010). Beijing has fulfilled the energy saving and emission reduction target for three straight years during the five-year period.

Twenty-nine regions, including Beijing Municipality and Liaoning province, have fulfilled their tasks, but only Xinjiang Uygur autonomous region and Sichuan province did not accomplish their targets because of natural disasters like earthquakes.

The result is usually released in March or April. Zhou Dadi, former dean of the commission's energy research institute, said the delay was due to the revised system that measures the GDP and other data should follow the change.
