Guo Tienan, director of the fire department under the Ministry of Public Security, said Beijing is drawing up a fire emergency plan that will ensure that firemen can be at a fire scene in five minutes.

To meet the requirement, 26 temporary fire stations will be built nearby 31 stadiums and gymnasiums, Gao said.

Firemen will also check fire risks citywide and ask units to specify their emergency response time.

A fire accident remote monitoring system will be set up to provide early warnings to citizens.

The objectives of the Beijing municipal fire department are to prevent and control fires in Olympic venues and quickly and efficiently control fires breaking out in other parts of the city both prior to and during the 2008 Beijing Olympic Games, Guo said.
